7 billion human population of Earth. 1 in a million? There are 7,000 of you

This means that everyone who ranks highest (at anything) sampled from 1 million people, enters into a group of 7,000 people. Telling someone they are one in a million is like saying "There are about 7,000 of you in the world today." And, as an aside, in a recent article in The Oregonian, Jeff Mapes mentions that 7,000 is the number of members of congress it would take to have the same number of reps per-capita we had at the start.
